Video Summary
The NGMA webinar "Fraud Controls for Ensuring Compliance with Grant Programs" focused on combating fraud in government grantmaking through technology, partnerships, and best practices. Presenters from Submittable and U.S. Bank emphasized the massive challenge of fraud—estimated between $233-$521 billion annually in federal programs—and the tension between rapid fund disbursement and maintaining strong controls.

Key fraud risks include identity theft, fictitious applications, misrepresentation of eligibility, and mass fraudulent submissions. Effective fraud prevention requires layered controls throughout the application process: intake, eligibility verification, payment disbursement, and post-award monitoring.

Recommended tools and strategies include identity verification via biometrics and knowledge-based authentication; automated checks like IRS data validation, duplicate detection, email verification, and address validation; bot prevention; and enhanced payment controls like positive pay with payee verification and stale dating to protect against check fraud.

A Minnesota state case study showcased implementation of these controls—processing over 1.2 million applications rapidly while preventing $2.2 million in fraud—using Submittable’s grants management system integrated with U.S. Bank’s secure payment processing. The presentation stressed the importance of a multifaceted approach combining technology, manual review, data analytics, and strong banking partnerships to safeguard funds while ensuring a smooth applicant experience.
