Video Summary
The NGMA webinar, presented by Dan Durst and Sly Atayi from BDO, focused on procurement committees under federal awards, emphasizing compliance with Uniform Guidance and enhancing procurement efficiency. They highlighted that procurement is complex and prescriptive, with significant compliance risks, especially as procurement costs rise in grant-funded projects like those under the Infrastructure Investment Jobs Act. The session outlined key regulatory points, including maintaining documented procedures, avoiding conflicts of interest, ensuring full and open competition, and conducting thorough cost and price analyses, particularly for sole-source contracts.

Risks associated with procurement committees include conflicts of interest, lack of transparency, insufficient technical expertise, and potential inefficiencies. However, committees also offer advantages such as systematizing purchasing, enhancing transparency and accountability, leveraging diverse expertise, and reducing scrutiny from unsuccessful bidders. Best practices shared included composing committees of 3–5 diverse members with rotating roles, establishing clear, written procurement and evaluation procedures, documenting all procurement actions including unsuccessful bids, requiring conflict of interest certifications per procurement, involving external stakeholders when necessary, and setting purchasing thresholds to determine committee involvement.

The presenters stressed the importance of continuous improvement, clear documentation, and aligning policies with federal regulations to mitigate audit risks and maintain integrity. The webinar concluded by encouraging engagement through NGMA’s community forum and providing resources for further learning.
