Video Summary
The National Grants Management Association (NGMA) hosted a comprehensive webinar focusing on Subrecipient Monitoring within grants management. Andrew Goldschmidt, NGMA’s Executive Director, opened the session by highlighting upcoming training opportunities, including December’s seminar on the transition from DUNS numbers to the Unique Entity Identifier (UEI) and annual April trainings.

Jim Ansberry from CRO introduced the session and speaker Glenn McCormick of Miami-Dade Parks, who emphasized the role of primary grant recipients as pass-through entities responsible for overseeing subrecipients. Key distinctions were outlined between subrecipients—who carry programmatic responsibilities like eligibility determination and performance measurement—and contractors who provide goods or services with no federal program compliance obligations.

The session detailed the legal and regulatory frameworks, primarily 2 CFR Part 200, mandating annual risk assessments and ongoing monitoring tailored to risk levels. Monitoring includes fiscal reviews, programmatic evaluations, site visits, and thorough documentation of findings and corrective action plans when violations occur. Best practices recommend planning from the grant outset, maintaining documentation, verifying subrecipient eligibility (including using SAM.gov to check suspensions or debarments), and consistent communication.

Participants learned how to differentiate contractors from subrecipients via characteristics and responsibilities, perform pre-award risk assessments, and apply results to monitoring efforts. The importance of monitoring all subrecipients annually was underscored, along with closing out grants correctly by ensuring all financial and programmatic reports are complete at least 30 days before closeout deadlines.

Interactive polling and Q&A reinforced understanding, covering issues like allowable fund passing, invoice review practices, and subrecipient subawards. Overall, the webinar provided practical guidance and regulatory insights for effective subrecipient oversight to ensure compliance and successful grant outcomes.
