Pdf Summary
The crosswalk summarizes proposed revisions to the Education Department General Administrative Regulations (EDGAR), published August 24, 2026. The proposal is not final and creates no current requirements; provisions may change before a final rule is issued.

Major proposed operational changes include moving funding notices, priorities, award limits, and intergovernmental-review information away from separate Federal Register notices and into application notices and other channels, including Grants.gov. Applicants should monitor those sources closely.

The proposal would revise application selection factors and evidence definitions, potentially requiring updates to proposal-development guidance and evidence documentation. Applicants relying on nonprofit status would have to submit qualifying documentation.

For multiyear awards, the Department would gain additional discretion over continuation funding, including partial, delayed, or reduced funding, and could de-obligate funds deemed excessive. A new frontloading framework would allow more funding to be provided earlier without guaranteeing future awards. Grantees may therefore need stronger performance, data-quality, financial, and balance monitoring.

New grant assurances would address merit-based hiring, admissions, promotion, and compensation; certain compelled statements of political belief; and protections for speech, inquiry, and press. The proposal also expressly addresses termination for convenience and clarifies that approval does not commit the federal government to future funding.

Other proposed changes include an optional competitive preference for applicants accepting lower indirect cost rates, updated procedures for unsolicited applications, and numerous technical updates aligning ED regulations with current Uniform Guidance numbering and terminology. Most severability changes are expected to have little day-to-day effect.
