As the State and Local Fiscal Recovery Funds (SLFRF) program winds down, closeout discipline—and a clear understanding of what auditors will expect—will determine whether organizations retain every eligible dollar. This webinar provides a practical, audit‑focused walkthrough of SLFRF closeout requirements and highlights the decisions, documentation, and internal controls recipients and subrecipients must have in place to close out confidently.

 

Participants will walk through key SLFRF closeout milestones, including the final expenditure deadline and the Final Project and Expenditure Report due April 30, 2027, with emphasis on how closeout requirements differ from standard Uniform Guidance expectations. The session focuses on building and validating an audit‑ready closeout file, aligning documentation with Treasury’s five‑year record‑retention requirements, and anticipating Single Audit scrutiny under the OMB Compliance Supplement.

 

Using short scenarios and targeted discussion, the webinar examines common SLFRF risk areas—such as procurement documentation, subrecipient versus contractor classification, and program income—and illustrates how missteps at closeout can lead to findings or repayment. Participants will leave with a clear set of closeout actions they can apply immediately to assess readiness, address gaps, and strengthen internal controls—supporting both successful SLFRF closeout and long‑term federal grant readiness.

  • Map SLFRF closeout deadlines and reporting requirements—final expenditure, reporting, and administrative closeout—to the participant’s role as a recipient or subrecipient.
  • Define the contents and structure of an audit‑ready SLFRF closeout file that meets Treasury’s five‑year record‑retention requirements and aligns with Single Audit expectations.
  • Develop a closeout strategy that integrates documentation, internal controls, and governance decisions—supporting both SLFRF compliance and future federal grant readiness.

Nicole Ward is a project manager at Hagerty Consulting with eight years of experience supporting FEMA Public Assistance and disaster cost recovery for municipalities and nonprofits across Florida. She previously served with FEMA and specializes in federal grant compliance, documentation, and audit readiness. Nicole has supported ARPA State and Local Fiscal Recovery Fund (SLFRF) implementation and closeout, including work to support the Maryland Municipal Technical Assistance Program (MTAP) administered by the Maryland Department of Budget and Management.
